In sentencing for large commercial drug supply offences, the quantity of drugs relative to the statutory threshold remains a very material consideration alongside the offender's role. Possession for supply of over 22 times the large commercial quantity of MDMA, combined with use of a safehouse, hidden vehicle compartment, and encrypted communications, warrants characterisation in the midrange of objective seriousness even where the offender is not a principal in the enterprise. The absence of characteristics that would render offences more serious (such as being an organiser or profiting directly) does not render the offences less serious than they are. The term 'runner' is imprecise and should not be used as a label to diminish the seriousness of an offender's role without careful analysis of their actual involvement.
