Sustained campaigns of extreme violence and sexual assault committed by prisoners upon vulnerable prisoners require very heavy total effective sentences reflecting the overall criminality, with general and personal deterrence, retribution and protection of vulnerable victims as dominant sentencing considerations that substantially reduce the weight given to personal mitigating factors. The State's failure to cite all comparable cases at first instance does not ground the exercise of the residual discretion on a State appeal against sentence. The absence of truly comparable cases does not prevent a finding of manifest inadequacy.
