A short trafficking period (five weeks) does not reduce the criminality of drug trafficking offending below the established sentencing range of 10-12 years where the business is sophisticated, wholesale, commercial, involves Schedule 1 drugs in significant quantities, and the offender is the principal with employees. The character of the trafficking business as substantial wholesale trafficking is assessed by reference to all relevant factors including drug type, quantity, value, nature of the venture, and whether activities are commercial, not solely by reference to duration.
