A total discount of 20% for cooperation may be manifestly inadequate where an offender provides a detailed witness statement that leads to a co-offender's guilty plea and undertakes to give evidence that comprehensively establishes a principal co-offender's participation in serious drug trafficking; in such circumstances a discount of 35% for cooperation may be appropriate.
