A magistrate's reasons in a criminal trial are adequate where, read fairly and as a whole, the reasoning process is exposed, including the source of doubt about a complainant's reliability, even without resolving every factual dispute; and requiring a third trial more than three years after events may be oppressive warranting exercise of the residual discretion.
