16 Parents have parental responsibility
(1)
Each parent of a child or young person has parental responsibility for the child or young person.
(2)
To remove any doubt, parent includes a parent who is not an adult.
(3)
This section is subject to the following sections:
(a)
section 17 (Aspects of parental responsibility may be transferred);
(b)
section 18 (Aspects of parental responsibility may be shared).
