21 Progressive development
(1)
The land subject to a community title scheme is to be progressively developed in accordance with the scheme.
(2)
The territory planning authority may refuse to approve an application under the Planning Act 2023, chapter 7 for approval to carry out an activity needed for the development of a stage of the scheme if an earlier stage of the scheme has not been finished as required by the scheme.
