If a person pays a fee payable under the Act by credit card and the credit card transaction is not honoured, or is reversed or cancelled—

the person is liable for—

any charge imposed on the Territory because the credit card transaction is not honoured, or is reversed or cancelled; and

the amount of the credit card payment; and

the registrar may suspend the benefit paid for by the credit card until the amount for which the person is liable is paid.

The registrar may waive liability under subsection (1) (a) for payment of the charge imposed on the Territory in cases of hardship.

The Minister may issue guidelines about the exercise of the registrar’s function under subsection (2).

The registrar must comply with any guidelines under this section.

A guideline is a disallowable instrument.

In this section:

benefit means any service under the Act for which a fee is payable, and includes a registration, renewal, licence or permit.

credit card includes a debit card.
