35 Bubble licences
A bubble licence scheme may include 1 or both of the following:
(a)
the determination of the aggregate measure of a pollutant that is permitted to enter the environment as a result of activities conducted by a group of people or on a group of sites;
(b)
the apportionment from time to time of the aggregate measure among the members of the group.
