13 Application—div 5.1
This division—
(a)
applies to a procurement by a Territory entity to enter into a standing-offer arrangement; but
(b)
does not apply to procurement by a Territory entity under—
(i)
a standing‑offer arrangement; or
(ii)
a contract entered into under a standing-offer arrangement.
