491 Who may apply for licence
(1)
Only a person who conducts, or proposes to conduct, a business or undertaking may apply for an asbestos removal licence.
(2)
Only an individual who holds the qualifications set out in section 495 (Content of application—asbestos assessor licence) may apply for an asbestos assessor licence.
