74 Money paid in advance to the Commonwealth
Where:
(a)
a function of the Authority was formerly performed by the Department; and
(b)
an amount received by the Commonwealth is or includes an amount paid in advance on account of anything to be done by the Commonwealth in performing that function; and
(c)
that thing was not done by the Commonwealth before the commencement of this Act;
there is payable to the Authority by the Commonwealth an amount that the Minister, having regard to all matters that he or she considers relevant, determines in writing as being payable because of the receipt of the first‑mentioned amount.
