9E Meaning of significant impact
An impact (whether direct or indirect) of a cyber security incident on the availability of an aviation asset is a significant impact if, and only if:
both:
the asset is used in connection with the provision of essential goods or services; and
the incident has materially disrupted the availability of those essential goods or services; or
any of the circumstances specified in the regulations exist in relation to the incident.
This provision refers to the regulations (specified in the regulations
