8 When a service is provided to the public etc
(1)
For the purposes of this Schedule, a service is provided to the public if, and only if, the service is provided to at least one person outside the immediate circle of the person who provides the service.
(2)
For the purposes of this Schedule, a service that is provided to the public is taken to be different from a service that is not provided to the public, even if the content provided on the services is identical.
