68 Internal review of certain decisions
A person may apply in writing to the Secretary for review of a reviewable decision if:
the decision was made by:
a delegate of the Secretary; or
an issuing authority other than the Secretary; and
the person’s interests are affected by the decision.
An application for review of a decision must be made within:
28 days after the person is notified of the decision; or
such longer period as the Secretary allows.
An application for review of a decision must:
set out the reasons for making the application; and
be in a form approved by the Secretary.
After receiving an application for review of a decision, the Secretary must review the decision and:
affirm the decision under review; or
vary the decision under review; or
set aside the decision under review and make a decision in substitution for it.
A decision of the Secretary under subsection (4) takes effect:
on a day, provided in the decision, that is after the decision was made; or
if a day is not so provided—on the day on which the decision was made.
