16 When a person cannot make an application
(1)
A person cannot make an application if there is an alternative amount for the person.
(2)
A person who is not on the register cannot make an application on or after 1 May 2017.
(3)
An application cannot be made on or after 1 December 2017.
(4)
This section has effect despite anything else in this Act.
