The functions of the Technical Secretariat with respect to administrative matters shall include:
Preparing and submitting to the Executive Council the draft program and budget of the Organization;
Preparing and submitting to the Executive Council the draft report of the Organization on the implementation of this Treaty and such other reports as the Conference or the Executive Council may request;
Providing administrative and technical support to the Conference, the Executive Council and other subsidiary organs;
Addressing and receiving communications on behalf of the Organization relating to the implementation of this Treaty; and
Carrying out the administrative responsibilities related to any agreements between the Organization and other international organizations.
