12 Regulations
(1)
The Governor‑General may make regulations prescribing matters:
(a)
required or permitted by this scheme to be prescribed; or
(b)
necessary or convenient to be prescribed for carrying out or giving effect to this scheme.
(2)
However, a regulation affecting the operation of this scheme in relation to the inner adjacent area for a State may only be made with the agreement of the participating State Minister for the relevant State.
