For section 145, goods classified under a tariff heading or tariff subheading mentioned in an item in the following table are goods to which a TCO should not extend, unless:
the goods are mentioned in column 2 of the item (other than item 5); or
the goods are:
mentioned in column 2 of item 5; and
excise‑equivalent goods.
