The following is a simplified outline of this Part:
• This Part makes provision in relation to:

(aa)
the operation of certain State and Territory laws; and
(b)
the appropriation of the Consolidated Revenue Fund; and

the delegation of the functions and powers of the Minister or the Secretary under this Act; and
(d)
the making of regulations for the purposes of this Act.
