6 Meaning of authority of a State or of the Northern Territory
(1)
Subject to regulations made in accordance with section 7, a reference in this Act to an authority of a State shall be read as a reference to:
(a)
an authority, whether incorporated or not, that was or is constituted by or under the law of a State for a public purpose; or
(b)
a local governing body that was or is established by or under a law of a State.
(2)
This section has effect as if the Australian Capital Territory and the Northern Territory were States.
