Years in introductory period
The headline limit for a vehicle for a year specified in column 1 of an item of the following table is:
if the vehicle is a type 1 vehicle—the number specified in column 2 of that item; or
if the vehicle is a type 2 vehicle—the number specified in column 3 of that item.

Headline limits for years in the introductory period were determined consistently with the NEDC (New European Driving Cycle) test procedure.
Later years—type 1 vehicles
The headline limit for a type 1 vehicle for a year beginning after the introductory period is:
if an instrument in force under section 31 determines a number for the headline limit for type 1 vehicles for the year—that number; or
otherwise—the headline limit for type 1 vehicles for the previous year.
Later years—type 2 vehicles
The headline limit for a type 2 vehicle for a year beginning after the introductory period is:
if an instrument in force under section 31 determines a number for the headline limit for type 2 vehicles for the year—that number; or
otherwise—the headline limit for type 2 vehicles for the previous year.
