At the same time as section 3 of the Office of National Intelligence Act 2018 commences.
However, the provisions do not commence at all if that section does not commence.

Schedule 3
The later of:
the commencement of section 3 of the Office of National Intelligence Act 2018; and
immediately after the commencement of Schedule 2 to the National Security Legislation Amendment (Espionage and Foreign Interference) Act 2018.
However, the provisions do not commence at all unless both of the events mentioned in paragraphs (a) and (b) occur.
