11 Public consultation
(1)
Before making an instrument under subsection 10(1) amending the NAD scheme, the CEO must:
(a)
publish a draft of the instrument and invite people to make submissions to Sport Integrity Australia on the draft; and
(b)
consider any submissions that are received within the time limit specified by the CEO when he or she published the draft.
(2)
The time limit specified by the CEO when he or she publishes the draft must be at least 28 days after the day of publication.
(3)
A failure to comply with this section does not affect the validity of the instrument.
