36 Acting Registrar
The Commonwealth Minister may, by written instrument, appoint a person to act as Registrar:
during a vacancy in the office of Registrar (whether or not an appointment has previously been made to that office); or
during any period, or during all periods, when the Registrar:
is absent from duty or from Australia; or
is, for any other reason, unable to perform the duties of the office.

Before the Commonwealth Minister appoints a person to act as Registrar for a continuous period of 3 months or more, the Minister must consult the Ministerial Council.
