12 Presiding member
(1)
The President (or, in the absence of the President, the Deputy President, or in the absence of both the President and the Deputy President, a person elected by the members of the Board who are present at a meeting of the Board) is to preside at a meeting of the Board.
(2)
The presiding member has a deliberative vote and, in the event of an equality of votes, has a second or casting vote.
