54 Criteria for sub-classification
Land meets the requirements for sub-classification as vacant land if—
the land is residential land, industrial land or commercial land, and
there are no buildings or structures on the land that are being used or that could be used for a residential, industrial or commercial purpose, and
the land is not being used for storage or treatment of goods, materials or any other thing, and
the land and any use of the land meets any other requirements for sub-classification as vacant land specified in the regulations.
