59 Making of application
An application for approval may be made by—
(a)
the owner of the item or land the subject of the application, or
(b)
any person with the consent in writing of that owner, or
(c)
if the item or land is situated on or comprises Crown land as defined in the Crown Land Management Act 2016, the lawful occupier of the Crown land.
