154 Declaratory jurisdiction
(1)
The Commission in Court Session may make binding declarations of right in relation to a matter in which the Commission, however constituted, has jurisdiction.
(2)
The Commission in Court Session may make a declaration of right, whether or not consequential relief is or could be claimed.
(3)
Proceedings before the Commission in Court Session are not open to objection on the ground that a declaration of right only is sought.
