54 Approval and publication of rules
(1)
Rules made under this Part must be submitted to the Minister for approval and have no effect unless they are approved in writing by the Minister.
(2)
If the rules are so approved, the licensee must cause the rules to be published in the Gazette.
(3)
Rules take effect—
(a)
on and from the day on which they are published in the Gazette, or
(b)
if a later day is specified in the rules—on and from that day.
