19 Referral for assessment
(1)
If an application is made by a person mentioned in section
18(1)(d) to (f), the BDR Registrar must refer the adult to whom the application relates for assessment under section 20.
(2)
If an application is made by another person mentioned in section 18(1), the BDR Registrar may refer the adult to whom the application relates for assessment under section 20.
