23 Secrecy
The operation of sections 19, 20, 21 and 22 is not limited by any provision (including a provision relating to secrecy) contained in any other law of the Territory (whether made before or after the commencement of this Act) except to the extent to which such other law expressly excludes the operation of this section.
Notwithstanding anything contained in any other law of the
Territory, and notwithstanding the making of an oath or declaration of secrecy, a person is not guilty of an offence nor does any civil action lie against the person by reason of anything done by the person for the purposes of section 19, 20, 21 or 22.
The Auditor-General and every authorised auditor must preserve secrecy with respect to all matters and things coming to their knowledge in the performance of their functions or the exercise of their powers under this Act and must not, except in the course of their duty, communicate to a person any such matter or thing.
