98 Territory may recover expenses
(1)
The Territory may, in a court of competent jurisdiction, recover from a person any expenditure incurred by the Territory as a result of the person's contravention of a provision of this Act.
(2)
An amount recoverable under this section is a debt due to the
Territory.
