2 Commencement
(1) Section 51 comes into operation on the day on which the Administrator's assent to this Act is declared.
(2)
The remaining provisions of this Act come into operation on:
(a)
1 January 2004; or
(b)
the date fixed by the Administrator by notice in the Gazette,
whichever occurs first.
