22 When complaint must be made
(1)
The complaint must be made within 1 year after the matter to which the complaint relates has arisen.
(2)
However, the Commissioner may accept a complaint after the
1 year period if the Commissioner considers it is appropriate to do so in the public interest or because of special circumstances.
