10 Requirement for registration
(1)
A dog that is usually kept within the council area must be registered if the dog is over the age of 3 months.
(2)
The burden of proof that a dog is below the age of 3 months lies on the person charged with an offence under by‑law 25.
(3)
For the purposes of clause (1), a dog is taken to be usually kept within the council area if it has been kept within the council area for a period of 3 months or more, ignoring temporary absences.
