15 Council may determine when licence is required
(1)
The council may determine:
(a)
the number of dogs; or
(b)
the number of dogs of a class or classes of dogs,
that may be kept on premises without a licence.
(2) If the number of dogs, or dogs of a class or classes of dogs, that are kept on premises exceeds the number determined under clause (1), the premises are required to be licensed.
