30 No appropriation needed for investment or repayment of debt
(1)
Payments of money made by the Treasurer in accordance with section 29 may be made without appropriation of money for the payments so made.
(2)
Payments of money from the Central Holding Authority for the repayment of the principal owing on a debt may be made without appropriation of money for the payments.
