96CB Grant of ONLF licence
The Joint Authority may grant an ONLF licence to a person if:
(a)
the person has applied for the licence; and
(b)
at least one of the following apply:
(i) the Joint Authority has approved the transfer of fishery units or quota units to the person;
(ii)
the Territory proposes to transfer fishery units to the person.
