79 Investigation of complaint
The consent authority may investigate a complaint lodged under section 78.
The consent authority may refuse to investigate the complaint if satisfied that:
the complaint is trivial, frivolous or vexatious; or
no grounds exist for the complaint.
Within 14 days after making a decision to investigate the complaint, the consent authority must give the person who is the subject of the complaint written notice of:
the substance of the complaint; and
the consent authority's intention to investigate the complaint;
and
the person's right to respond to the complaint under subsection (4).
The person may respond in writing to a complaint, which must be lodged with the consent authority within 14 days after being given the notice referred to in subsection (3).
