If a member has a personal interest in a matter that is required to be disclosed under section 81U(2):

the member must not take part in any deliberation or decision of the Commission about the matter; and

the member must be disregarded for the purpose of constituting the quorum of the Commission for the deliberation or decision; and

the quorum for the deliberation or decision is a majority of members entitled to participate in the deliberation or decision.

However, a failure by a member to disclose a personal interest in a matter does not, of itself, invalidate any decision of the
