14 Requirement for licence
(1)
A person must not carry on water supply services or sewerage services unless the person holds a licence under this Part authorising the relevant services.
Maximum penalty: 2 500 penalty units.
(2)
Subsection (1) does not apply to a person, or to a person carrying on an operation, exempted under section 26.
