The chief executive may grant accreditation only if satisfied the applicant—

has the necessary expertise or experience to perform the functions of an accredited certifier; and

is a suitable person to be an accredited certifier.

Subsections (3) and (4) apply if the grant of accreditation is for the purposes of the applicant’s participation in the ICA scheme.

The chief executive must ensure that an audit is conducted of each of the applicant’s ICA systems, or proposed ICA systems, relevant to the application, and must have regard to the results of the audit in deciding whether to grant accreditation.

Without limiting subsection (3), the chief executive must have regard to whether each ICA system or proposed ICA system satisfies the requirements of any operational procedure to which the system is directed.
