This part applies if an administering agency may impose an offset condition on an authority, under another Act, for an impact on a prescribed environmental matter.

(2)

This part applies despite anything to the contrary in the other Act, other than as mentioned in—

(a)

section 5; or

(b)

the Planning Act, section 62.
