An authority authorises the holder of the authority to do the things permitted under a regulation or declaration or stated in the authority.
A regulation or declaration, or the authority itself, may also authorise other persons to do all or any of the things authorised by it.Example of someone else authorised by an authority—a person who is a member of the crew of a boat owned by the holder
However, an authority does not authorise the holder or anyone else (other than an inspector) to enter, or remain on, someone else’s land.
