38 Presiding at council meetings
(1)
The chairperson is to preside at all council meetings at which the chairperson is present.
(2)
If the chairperson is not present at a council meeting, the deputy chairperson is to preside if present.
(3)
If the chairperson and deputy chairperson are not present at a council meeting, the member chosen by the members present is to preside.
