236 Who is an industry participant
Each of the following is an industry participant—
a distributor;
a retailer;
the holder of a transmission pipeline licence;
a person who—
holds—
a lease under the Petroleum Act 1923; or
a petroleum lease or petroleum facility licence under the Petroleum and Gas (Production and Safety) Act; and
conducts a business in relation to the lease or licence that significantly affects, or may significantly affect, the supply of a covered gas to the community or part of the community;
a person who ships gas to a retail market under an agreement with a person who is an industry participant under paragraph (a), (b), (c) or (d);
a customer who, in the last 12 months, consumed more than 100TJ of covered gases;
a customer who, in the next 12 months, is likely to consume more than 100TJ of covered gases.
