27 Who may apply for distribution authority
(1)
A person may, in the approved form, apply to the regulator for a distribution authority.
(2)
However, a retailer can not apply for a distribution authority to provide customer connection services for a covered gas to be transported through a pipeline if the retailer sells the covered gas transported through a covered pipeline.
