423 References to right to enter
A right under this Act to enter a place includes the right to—
(a)
leave and re-enter the place from time to time; and
(b)
remain on the place for the time necessary to achieve the purpose of the entry; and
(c)
take on the place equipment, materials, vehicles or other things reasonably necessary to exercise a power under this Act.
