An active party for a proceeding under this part may, by notice, appeal to the court against a tribunal decision in relation to the proceeding.
(2)
The court’s leave is required for an appeal other than an appeal on a question of law only.

In this section—tribunal decision includes a declaration, order or direction of the tribunal.
